Lists: `uniqueness batch preflight --file people.json --json` (starts no work), then `uniqueness batch submit --file people.json --json` (starts paid batch work). `need_topup` on an estimate is not Checkout. Do not run `billing packs` from preflight. A 402 applies only to `context` or `batch submit`. If credit is insufficient in a non-interactive terminal: print the billing links from that 402 and stop. Never open Checkout. Never buy credits or save a card by inference. Pack and plan terms: `uniqueness --help` or `GET /api/billing/catalog`.
